The government of Japan has revised the Penal Code to permit the prosecution of foreigners who commit crimes against Japanese overseas. If such a foreigner comes to Japan, Japanese authorities can investigate and prosecute the foreigner. Otherwise the government will have to seek extradition via treaties or by going through Interpol to get the other country to hand over the suspect to Japanese authorities.
