2003 JAPAN LAW: NOISE POLLUTION

In December 2003, the Tokyo Metropolitan Government, the Prefecture of Kanagawa
and the cities of Yokohama and Kawasaki approved the construction of a new
runway at Haneda airport. The construction is to begin in 2004 and be completed
by 2009. The project has been budgeted at 700 billion yen. The aim is to
increase the number of hourly flights at the airport from 30 to 40. While
this will definitely provide increased convenience for travelers in the region,
it will also increase the amount of noise pollution. The government of Chiba
Prefecture, over which most flights fly, has already expressed disapproval.
The governor of Tokyo, Mr. Ishihara has said they will try to help as much
as possible but hopes to increase the number of flights going out instead
over Tokyo Harbor.
