Article 12. The Legal Effect of Registration and Public Notice
Matters that are to be registered may not be asserted against a good
faith bona fide third party until after their registration and public
notification. The same shall be the case where, after registration and
public notification, for any third party who, for appropriate reasons,
did not know.
