Article 71 Any person who established a new office of foreign exchange business or money exchange business, or altered the name, location, or scope of business of an office of such business, without obtaining a license under Article 10, Paragraph 3 (including mutatis mutandis application thereof as provided by Article 14, Paragraph 2) shall be liable to penal servitude not exceeding one (1) year, or a fine not exceeding five hundred thousand (500,000) yen, or both.
