Article 69-5 (Transitional measures)

When enacting, amending, or abolishing any order under the provisions of this Law, such an Order may provide for certain transitional measures (including those concerning the penal provisions) within the limit reasonably considered as necessary for the purpose of such enactment, amendment, or abolishment.
