Article 69-4

1. The Minister of International Trade and Industry concerning the application of the provisions of Article 25, Paragraph 1 or Paragraph 2, or Article 48 Paragraph 1 or Paragraph 2, when deemed particularly necessary, can ask the opinion of the Minister of Foreign Affairs.

2. The Minister of Foreign Affairs, concerning the application of the provisions of Article 25, Paragraph 1 or Paragraph 2, or Article 48 Paragraph 1 or Paragraph 2, when necessary for the maintenance of international peace and security, can give his opinion to the Minister of International Trade and Industry.
