Article 48 (Licenses of Export)
A party who is trying to export goods of a designated variety, or to a designated destination, which are deemed by Cabinet Order as preventing the maintenance of international peace and stability must obtain a license from the Minister of International Trade and Industry.
2. The Minister of International Trade and Industry can, as per the provisions of Cabinet Order, when deemed necessary in order to devise the accurate execution of the provisions of the previous Paragraph, impose the obligation of obtaining a license on a party who is trying to export goods of the designated variety under the previous Paragraph to destinations designated under the previous Paragraph.
3. In addition to those situations provided for in the previous 2 Paragraphs, to the extent necessary for the maintenance of equilibrium of balance of international payments, or for the sound development of international trade and national economy, as provided by Cabinet Order, the Minister of International Trade and Industry can impose an obligation to obtain authorization on a party trying to export designated goods, or trying to export goods to a designated destination, or on a party trying to export goods based on designated transactions or means of payment.
