Article 19 (Waiver, etc., of claimable rights)

When the competent Minister deems it specifically necessary for the maintenance of the equilibrium of our country's balance of international payments, he may obligate, as provided by Cabinet Order, any resident obligee to a non-resident obligor to obtain a license for the waiver or abandonment of his right in whole or part.
